Does anyone know any freeware that can take the scanned 1d or 2d information directly to a laptop?

I am looking for one as I need it for attendance taking where participants will hand me their 1d barcode id card for me to scan. My current scanner is spoil and I am using a Nokia E71 that has a barcode function.

It would be really great if I could, for instance, set Upcode up so that when I’ve captured a EAN or ISBN code, could choose to browse to a book search price comparison site that searches for that book.

I believe that Android Phones have that functionality, and if the user could be able to customize which URLs to choose from it be universal (like me using the Swedish site http://bokfynd.nu).
